I will deal first with the Memo-

-randum on the subject of the refusal of the Governor-in-

-Council to grant exemption to a Mr. Ho Tung from the

operation of Ordinance No. 4 of 1904 in order to enable

the Chief Justice to let to him the house named the

"Eyrie".

The Hill District Reservation

Ordinance (1904) was enacted in consequence of a Petition

received from the owners and occupiers of Houses in what

set out in Mr. May's Despatch No. 189 of the 4th. of May,
